MacKay’s Luis Montgomery Appointed to Northern Illinois Transit Authority Board

MacKay is proud to congratulate Luis Montgomery, PE, CPESC, on his appointment to the newly established Northern Illinois Transit Authority (NITA) Board of Directors, where he will help guide the future of public transportation throughout northeastern Illinois.

Approved by the Cook County Board on July 16th, 2026, Luis was appointed by Cook County Board President Toni Preckwinkle to serve on both the NITA Board and the Pace Board for an initial three-year term. The newly constituted boards will officially begin serving on September 1st, 2026.

A New Era for Regional Transit

The NITA was created through the Northern Illinois Transit Authority Act, legislation signed by Governor JB Pritzker to modernize governance of the Chicago region’s public transportation system.

Replacing the Regional Transportation Authority (RTA), NITA will oversee and coordinate the Chicago Transit Authority (CTA), Metra, and Pace, creating a more integrated regional transit network. The 20-member governing board will be responsible for regional planning, financial oversight, capital investment, fare integration, and long-term transportation strategy.

The new governance structure is designed to improve coordination among transit agencies and create a more seamless experience for riders throughout the region.

Bringing Transportation Leadership to the NITA Board

As the co-founder and former CEO of 2IM Group Inc., Luis brings more than 20 years of experience in transportation engineering, civil infrastructure, business development, and public policy. Throughout his career, he has helped deliver transportation solutions that improve mobility, strengthen communities, and support long-term economic growth.

Today, Luis leads MacKay’s Transport market sector, partnering with clients across the country to advance innovative infrastructure projects and transportation initiatives.

His appointment to both the NITA and Pace boards reflects the expertise, leadership, and dedication he has demonstrated throughout his career.
